At TEPRI, we believe in the voice of the people. Community priorities and perspectives provide the most powerful directive for our work. Today, we’re excited to release the Community Voices in Energy Survey (CVES) 2.0 Statewide Report, 13 accompanying Regional Reports, and an interactive data dashboard that provide a comprehensive look into how households who contend with low-incomes across Texas experience and respond to energy-related challenges.

This expanded report and interactive website build on our 2023 pilot, capturing in-depth information on:

• Affordability concerns
• Disconnection risk
• Energy-limiting behaviors
• And our new TEPRI “Energy Vulnerability Index”

Community Voices 2.0 represents one of the most extensive efforts to incorporate the lived experiences of Texans into the development of energy solutions.

Alongside the statewide report, TEPRI has developed 13 region-specific reports, enabling stakeholders to access more localized insights for targeted action. These reports highlight community priorities across various regions, including the Gulf Coast, Rio Grande Valley, Panhandle, Permian Basin, and major metropolitan areas.

To complement the reports, TEPRI also launched an interactive data dashboard. This tool allows users to explore Community Voices 2.0 results by toggling through filters such as ZIP code, county, or region and comparing responses across demographics, housing characteristics, and income levels. The dashboard is designed to help policymakers, program implementers, and advocates access and apply data in a user-friendly, actionable format.

Community Voices 2.0 is a core part of TEPRI’s mission to advance affordable, reliable, and clean energy for all Texans. These findings will inform ongoing efforts to enhance program access, mitigate energy burdens, and foster trust between communities and energy institutions.
